Up to Contract signature much of the real estate at the RSME Chatham and Minley was old and either needed replacement, refurbishment or maintenance. Consequently, included in the RSME PPP Contract was a significant 7 year design and build programme to provide first class living accommodation for junior and senior ranks and officers. The programme covered works at 3 sites: Chatham, Minley and Bicester, the latter to support the move of the Defence Explosives, Munitions and Search School (South), a lodger unit based at Chatham until 2012. The build of 32 new assets completed in September 2012.
In addition to the build programme, the Contract included the refurbishment of 21 other assets including the junior ranks' accommodation blocks at Minley and the management and maintenance of buildings and infrastructure such as roads, car parks and fencing.
These services are provided at all RSME PPP sites except Bicester where the service is limited to the maintenance of some of the physical assets. Assets are maintained through a programme of lifecycle and preventative measures however a reactive service to repair, restore or replace as necessary is also provided.
The reactive service is processed through the Service Support Desk who handle on average in excess of 500 asset management related calls per month; Of these over 70% are routinely assessed as urgent. An emergency reactive maintenance service is also provided outside of normal operating hours.
In addition Holdfast has undertaken several projects to create soldier self learning areas; the Soldier Space at Chatham and Burgoyne Centre at Minley. Innovative solutions to address technical problems have also been installed such as the installation of sun pipes in the DEMS Training Regiment office facilities to address the lack of direct sunlight. Always mindful of the health, safety and the environment, innovation has been further used to reduce our carbon footprint through the use of, for example, a drone to conduct inspections at height and the Elutions project to reduce building energy costs and provide predictive maintenance monitoring.
