Stage 1: Implementation and Assessment Phase
During the initial 5 years of the RSME PPP, training will have the following characteristics:
- At Service Commencement Date (6 months after contract signature) courses will initially continue as scheduled by RSME. There will be no immediate change while Holdfast takes over the delivery and management of training and gains hands-on experience of the way training is currently delivered and managed.
- Holdfast will, however, alter courses or schedules in response to changing operational requirements or internal validation of courses.
During the first 5 years of training delivery, Holdfast will discuss incremental changes to training management and training delivery in partnership with RSME:
- We will prioritise the development of expertise in the use of all elements of TAFMIS in order to maximise the benefits it can bring to the scheduling and management of training.
- We will develop a Continuous Improvement Culture using the skills and knowledge of staff, and all in-place systems (e.g. TAFMIS) and training equipment to enhance the trainers' toolkit and to make subject matter more accessible to learners as revision material.
- We will develop trial modules in electronic form from the revision material, to be delivered as mentored, self-paced learning.
- During this period, Holdfast will complete an assessment of RSME training in order to identify those courses, modules, or aspects of training management which will lend themselves to the adoption of new training processes and methodologies that are likely to enhance the quality of training delivery, to provide more focused training for individual students and to reduce the time that students spend under training and away from their units.
